This is a new Specialized stem with adjustable angle.
The stem is new; however I did modify the +/-4 degree insert so a brake cable could run though the stem (this was for a custom project I was working on) but in the end I did not use this stem.
Three inserts included, 0 offset, +/- 2 degrees and +/- 4 degrees.
